http://www.microsoft.com/ntworkstation/dow...g/NTTweakUI.asp.
The .exe file, when double-clicked, should install TweakUI and put the icon in Control Panel.

I'm not at home so I cannot confirm this on my Win2k box but on my WinXP box I just...
- Click on "Start" button
- Click\select "RUN"
- In "RUN" window enter\type tweakui and click OK.
TweakUI starts.

TweakUI 1.33 is not an executable file so if running it from the Start, Run box you have to type tweakui.cpl.
"Run" command deals only with executable files, so you can't run "tweakui" from that window, by typing "tweakui.cpl". It must be something with ".exe", or ".com" extension.
You can run "Tweakui" only from Control Panel, and make it a startup program.

I only mentioned it as another route to try to get it to open and that the .cpl was necessary.
These are the only files in that TweakUI 1.33 download:
04/15/2000 10:05 AM 5,825 tweakui.cnt
06/18/2000 02:03 PM 106,544 tweakui.cpl
04/15/2000 10:13 AM 51,238 tweakui.hlp
11/22/1999 04:28 PM 2,991 tweakui.inf
Most of the Consoles can be opened from the Run box, such as compmgmt.msc and devmgmt.msc.
