At the A:/ prompt type "setup" no quotes. If that doesn't start the setup process type D: at the A:/ prompt, then type "setup" at the D:/ prompt.
BTW... In this case, the A: drive has to be first in the boot order in the bios.
Oh, how quickly we lose track of things in the past. That screen appears to me as a Drive Overlay on the HDD that 'lies' to the computer about the true size of the HDD. It was quite frequently needed as HDDs got larger but the BIOS on the motherboard didn't keep up with the changes and the larger HDDs weren't recognized properly.
Using a Win98/98SE boot floppy and typing
fdisk /mbr at the A: prompt should remove the overlay. Of course, the BIOS must be able to work with the full size of the HDD or the overlay will need to remain in place. I've found that, starting with Win95, it is much better not to use the overlay as it can cause problems.
Usually with an overlay the message about booting to the A: drive is necessary as booting directly to the A: drive may not allow the overlay to load and the HDD will not yet be usable.
