I'm owner administrator and I can not access the Local Settings folder in Owner Folder. I tried changing settings to allow it but can not. How?

Perhaps below info may hep.

There is no "Documents and Settings" folder in Vista. That is just a
junction there for backwards compatibility. You need to be looking at
C:\Users\Your-Username instead (assuming Vista is on C

the "Documents and Settings" folder is called "Users" under Windows Vista.
