I guess, I solved my first Vista problem, finally.
No matter what I did, to make Windows Explorer to open maximized, next time I restarted it, or after Windows restart, SOB kept forgetting its format.
This is what eventually worked for me:
I opened Windows Explorer. Surely enough, it opened in partial window. I maximized it, and then, while holding SHIFT, I clicked File>Close.
Next time it opened maximized.
