You have two options:

1. Tweak VI, but some options come with paid subscription.

2. I just found out, that free Fresh UI works with Vista, as well.

fresh ui works in 98 and ME where tweakui most times won't keep the little arrows off

For others reading, there's two versions of TweakUI from Microsoft, the one that is part of PowerToys for Windows XP and TweakUI 1.33 for all other versions of Windows. Using the wrong one can screw things up to the point of re-installing.
