I have a friend who can't get her Add/Remove to open. I don't think she has a Windows 2000 CD, so is there a way to make it open?

Any errors, or clicking does nothing?
Try Safe Mode.
Infection possible.

Broni..........she tried Safe Mode and nothing. Then finally she told me about CiD virus. I got rid of that for her and it cleared up some things but still can't get to Add/Remove. Will send link that Smokey posted and see how she fairs with that.

How did you remove that virus? If she got infected, there may be more issues.

I searched around for the help, but say that all of it isn't gone, since it is in Add/Remove and have to get that open to remove the rest. I looked for the instructions that I gave her, but don't remember where I found them.

Peggy...
Malwares will often set some restrictions in registry, which will prevent you from using some computer features.

When I had trouble with accessing the add/remove with my Dell Laptop running Win 2000 Pro is was a lack of resources and my networking. I removed my network card [pcmcia] and shut down some running programs and was able to access and use. I reinstalled my networking and everything was OK. Also you might try using http://www.revouninstaller.com/. Just a thought.
