How to find a technician

The technician I used has quit on me - he said he won't charge me for reinstalling XP and I should get someone else!! He was recommened to me by a friend. I had another friend who was in the business - he had business clients, but unfortunately he was ill for several months and eventually died. He supplied me with my computers, printers, etc.

How do I tell a good technician - other than trying him out?
