It's not clear. Does the error happen, when you click just once on any "file type", or...?

Go Start>Run ("Start Search" in Vista), type in:
sfc /scannow
Click OK (hit Enter in Vista).
Have Windows CD/DVD handy.
If System File Checker (sfc) will find any errors, it'll ask you for the CD.
If sfc won't find any errors in Windows XP, it'll simply quit, without any message.

Windows Shell Common Dll is shell32.dll file located at C:\WINDOWS\system32 folder

Try running following command from Command Prompt:
regsvr32 /i shell32.dll

Restart computer afterwards.
