Working on E Machine with Basic, The recovery Partition is running out of space I tried shrinking the Main Partition but could only shrink from the side away from the rescue partition, rescue is first, after shrinking I can't expand the rescue because the new empty space is not availble to it. Any suggestions??

Recovery Partition shouldn't be touched at all.
I have no idea, how it may be shrinking, unless someone is trying to put some files there.
Recovery Partition includes all necessary files needed to restore the computer to the original state. Overall size of all those files is set, and it doesn't change with time.

DON'T, and the emphasis is on DON'T, mess with the Recovery Partition other than use the System Restore's Settings and turn it off for that partition only. Shouldn't have anything writing to it.
The Shrink and Expand in Vista is a great feature added, will keep some folks from buying a partitioning software but could also provide more income for repair shops when they screw it up. I tested it a few times but only on HDDs without the Recovery Partition, works great to Shrink the only partition allowing creating a new partition in the newly-unallocated space. I also deleted the D:/additional partition and then expanded C: back to the full size.
A downside of System Restore is that it can be infected by malware/viruses/Trojans/Worms and most folks don't realize they have to clean it also. Quickest way I've found to clean System Restore is to turn it off for all HDDs/Partitions, reboot and turn it back on, deletes the infected files and creates new ones.
Edited to add this:
WinXP System Restore uses up to 12% of the HDD size by default, Vista increases that to 15%. Both can be set lower if HDD space is limited but that reduces the number of points available.

Sorry I didn't give enough info, this is a Walmart Emachine with a backup partition like Acronis, don't know who's program it is. The owner's of this machine have done serval backups and the partition is running out of space and keeps putting annoying popups stating this, I did a spyware check yesterday and found several minor items so I think I''ll delete the partition, shrink the main partition and create a new larger backup partition.

Gary, Why don't you just search for the folder where the backups are stored and delete them? If they use "Acronis" just search for the ".tib" image files.

That I can do, But I was hoping to make the partition bigger so this might not happen so soon next time. they have a large hard drive in this computer so space s not a concern.

Gary, If the disk managment utility won't work in your case you can always shrink the volume using the diskpart utility.
Just click run, type in DISKPART then OK. The first command is "list volume" >> Then "select volume #" (use your volume number in place of this symbol "#") then "shrink desired=0000"
I'm not clear about this post. How many partitions do you have? Can you post a screenshot of the partitions in "disk management?"
