Hope I can explain this right. When I have something down in my task bar......ie: Inbox, C:/Documents, web pages or anything else I decide to open, when I click on it to bring it up I hear this tiny faint little beep. Was wondering if this is something I should be concerned about.
It doesn't happen when I double click to open them just when they are in the task bar......lowering and raising.

Go to START>SETTINGS>CONTROL PANEL>SOUNDS. Chances are you have a sound for maximize and minimize set. You can cancel or change that sound by clicking on the button, maximize, etc., and change.

Everything there was fine. I think it is something a little more serious. When I went to control panel the first time and checked what you told me to and was fine. Then I went again just to check again, that box that has Dr. Watson popped up and said something about debugger and needed to close, then all the boxes I had open wouldn't close, everything was frozen and I had to manually shut computer down.

First of all, get rid of Dr. Warson: http://support.microsoft.com/kb/188296
No need for it.
Restart computer, and try to play with CP again. See, if it'll act up again.

Don't seem to have the freeze problem anymore, but still have the tiny beep, it's so faint that you can hardly hear it. I checked the Max & Min that you posted and both say "none". Maybe the beeping isn't anything, it's just that I notice it.
