Me and Broni already know that this is a hardware issue.

The link that you provided is very helpful... however, it is for problems relating to programs or other issues with the OS.

and Broni, it is my video card. I just change my heatsink and fan only because awhile back I needed to replace it and my Lazy behind didn't feel like waiting for it so i brought any fan.. i just took the fan part and connected it to my heatsink. I know, that could have been a big mistake and was wondering if that could have been the real reason.

The video card have have install that fail to work is a geforce 7600 gt and it is 4 months old.

I had an extra video card that is an geforce 6200 nividia and now it works great.
