That is a well known nightmare. One must install all the .net Frameworks by the numbers. Sometimes the only way is to uninstall all of them and reinstall over again. First 1.1. Then it's language pack and then it's service pack(s). Then the same for 2.0 and so on. I don't know if English OSes have language packs or not. But the same problem will arise if one does not install the language pack immediately after the .net Framework itself (on non-English OS'es).
We don't need 1.0. It's simply too old. So from 1.1 and up is fine.

Oh Dear is correct on that one, I ran into that problem back when I had XP. I uninstalled and than reinstalled in sequence and worked fine.
