It has always worked when installing an Upgrade of Win98, Win98SE or WinME to start the clean install and early in the install one gets prompted for the location of the qualifying previous version. Changing the CD to the one from the previous version when prompted satifies that requirement, previous version doesn't necessarily need to be installed.

I thought Broni was going to have 98 SE forever but he did see the light, and Tonto was still using ME unless he changed.
