Just a quick question I have the latest Java update which is v6 update 17. Can I uninstall java 6 update 16 (64bit)?

Yes. Newer Java (starting around update 10) should be uninstalling previous versions automatically.

Experience has shown that Java updates will not remove Updates 13 and earlier.

You mentioned 64-bit so it's best if you open the 64-bit version of Internet Explorer and update from there so as to get the proper download. The 32-bit version is for the 32-bit version of Internet Explorer and most other browsers such as Firefox. For Internet Explorer you do need separate installations of the separate Updates.
