Editing Registry ineffective?

Win XP Home, SP3+

I'm attempting to change how dates are displayed by editing the registry using Regedit.exe. When I attempt to change the date format by editing HKCU\Control Panel\International iDate data value from 1 to 2 then reboot the date is still displayed as dd/mm/yy instead of yy/mm/dd.

When I change the date format thru' Control Panel>Regional and Language Options the Registry entry is changed and the date is displayed in the new format.

Is it not possible to change the displayed format by editing the registry?

Don't know as it's possible to do it but do know that many times there's more than one place in the 5 Registry files [Hives] that get changes when making settings adjustments. Maybe there's another that gets missed.
