Vista Will Not Load

This machine belongs to the girl I gave my old Emachines to, but hers was taken by the Police Dept. for supposedly to do an image thing and now it isn't working. They had to have done something to it, for it was working just fine when they received it.
I took the cover off and powered it up, fan works and it sounds like the HD is working but nothing shows up on the monitor.
They don't have a grugru to work on machines that they break, but the person that took the image shot, said it was probably the MB, is there something we can do to check MB or can I just reinstall Vista?

Tried different monitor?
eMachines are also infamous for bad power supplies.

This isn't an Emachines, this one is a Dell. I know the monitor works, because it is my monitor that I'm hooking it up to.

If it has separate video card, reseat it.
Reseat RAM.
Also, try to reseat CMOS battery.
