Creating a homepage text box for forum topics?

Hi Broni, I'm trying to redesign my homepage and encourage users to specifically post questions and topics in a particular forum. Is there a way to create a text box on a non-forum page that once the user types their question and clicks the submit button, the question/topic is posted in the pre-determined forum? Here's a mockup of what I'm looking to create:

Thanks for the quick response. Id like to put a box like this on my homepage. Thats what I mean by non-forum page.
