What exactly did you use to reinstall Windows?
What type of disk?
Did you install all drivers?
Do you have any errors in Device Manager?

I install windows with xp bootable disk and i installed all drivers and no errors in device manager

Checkmark following boxes:
  • Report IE Proxy Settings
  • Report FF Proxy Settings
  • List content of Hosts
  • List IP configuration
  • List Winsock Entries
  • List last 10 Event Viewer log
  • List Installed Programs
  • List Users, Partitions and Memory size
Click Go and post the result.

"Ping" command works fine and it can reach Google/Yahoo sites.
You seem to have some issue with DNS settings.

First thing to do is to call your ISP, so they can check what's wrong with your settings.
