Wave or shimmy effect when moving windows on screen

I recently did a reinstall of Windows XP Pro on this computer - yeah, I know it's XP. MY PROBLEM which I did everything I know how involves a WAVING FLAG effect when moving a window..........it has a waving flag in the breeze or a wave-like effect and even when scrolling. I had this problem long ago but can't remember what I did to fix it. Thanks in advance for any help. My

Mouse settings, if I remember right, cursor and trail seems to be set.  Been years since I used it.

It can happen if your video card isn't powerful enough or have enough video memory to repaint accurately.  There is a setting somewhere that tells the OS to only display a gray frame (a border) when you drag a window, and then when you stop dragging to paint the contents.  If you can afford to give the video card more system memory (assuming that the video is 'integrated on the motherboard and not a separate card) then that might help.  You could also try reducing your screen resolution and/or color depth so that the graphics processor doesn't have to work as hard.   For integrated video RAM you make the change in the BIOS setup, not in Windows.
